When does it blow out the smoke. After you go down a hill and then put your foot down again. If so it has worn rings/bore and needs a rebuild if not then Not to sure what else it could be.

Blue smoke = oil being burned. It can either get up past the rings & pistons if worn, or more commonly- down the valve guides. This shows mostly at the bottom of a hill, or after prolonged idling.
Can be either worn valve stems & guides, or hardened valve stem seals(1275 ones- either Mini or Rover Metro don't seem to last long).

If rings are stuffed/bores worn, it will usually blow lots of blue smoke under acceleration or load.....

yup, I'll also offer another piece about the valve stem seals. If they're worn, its highly likely you'll get a good puff of blue smoke when you first start the engine, as a result of the oil running down the valves with the engine stopped. as soon as ya start it the oil gets burnt, and a wonderful cloud appears

Mine blows a cloud when I blast off after sitting at the lights for a while, it's got brand new US made Viton seals on the intakes. I reckon the LCB is sucking it down the exhaust guides at idle (1200 rpm)- I don't seal the ex guides because they're bronze and could seize with no lube.
