are you sure the cones have been punched in as far as they`re meant to go? --> As in hard up against the inside shoulder

Mate I think that's what must be the issue.
I also thank you for making me double check the rotor screws as the drive flange screws were protruding abiut a mil, which I will grind down.

It's fixed!
Really appreciate all your help people! Pulled the bearing seals off and gave the outer races another good beating and the spacer became noticeably tighter!

I got scared as I put the good side back together and that had the same problem! But I swapped the rotors and if fixed it..... Both spin freeeee.
