If nothing changes then check the gauge has power. The circuit board on the clubman instrument cluster isn't the best of things and the traces break sometimes, so check it for continuity.
If the gauge reads maximum when the sender unit wire is shorted out, but doesn't work when the sender unit is connected, then it may be the sender unit at fault, which is not uncommon.
