Well.. you can go richer on the mains which may help, but it'll use more fuel then.
IMO you cannot treat the throttle like a light switch with a Weber or Dellorto sidedraft (as you can with an SU), unless the chokes in it are too small. But 34s in a 40 should be fine in a 1310.
My 1360 won't take full throttle properly below 2700, it has a 45 with 36mm chokes in it. Cam is bigger than yours though (RE282 and 1.5 rockers).
But fuel usage ain't bad, it's good in traffic at part throttle and it hauls ass to 7500+, so I'm happy.
