The 1275 and disc brakes were not a factory option for the 850 so depending on how the rules are interpreted (at the time of approval) it could be deemed necessary.
Take seat belts for example, old
static lap sash belts don't put as much force/load into the mounts as
retractable lap sash belts. That's why Leyland strengthened and changed the mounting location on the B pillar when they installed retractable belts as standard, The car wasn't originally designed to take those loads/stresses.
It's a stupid little rule and it can easily be ignored but at the time I put the engine and brakes in (5 years ago) that's how we (me and the engineer) interpreted the rules.
I just read some engine upgrade laws and they say more than 20% power increase requires approval under the LA mod codes. That did not mention ADR's so is it applied to pre ADR cars or all cars?
Either way my car has the mod plate so I have to deal with it

. I could have said nothing and my car would still be on paper as far as the transport and insurance company as a 848cc powered car. If I then told them it's a 1275cc they'd ask "
how did the size increase?" and now when I increase to 1360cc I have two choices, (A) don't tell them or (B) tell them the engine is modded and it then has to be approved under the rules that apply to my car.
I just need to find out what the rules are in writing so I can do it correctly.
As far as I know their is not a mod plate engineer on here so that's why I'm asking for links and not a yes or no answer. Don't take that the wrong way I still want opinions/info but if I can see it in official print than that'd be ideal.
