Old 202 heads start at $50 complete, maybe less, but you would then budget for new guides, valves and springs. If you are going to mod one anyway that's the best way to go.
re the valves, it's easy to drop 998 Cooper inlets in (1.219" dia) but the seats need to be recut and the ports & chambers opened out a bit to suit.
If the exhaust valve seats in the head are worn as usual, you can fit 1.062" (27mm) oversize exhaust valves, or get unleaded inserts fitted.
If doing a big port job you can use stock Morris 1100S (33mm) inlet valves, and 1100S exhausts turned down to 27mm. However you then need to pack the rockers up as these valves are ~2mm longer.
