Blue slip is essentially identity check, should look at standard safety items as well, as done for pink slip.

The vehicle must still pass an identity and eSafety Check at an Authorised Unregistered Vehicle Inspection Station (AUVIS).
The modification of the car you are contemplating is the fitment of an engine that was factory optional in certain models of the car. In order to owner certify, all other equipment that came with that factory fitted engine option that affect safety must be fitted. In other words the brakes must be discs.
