rule is simple if you put an engine in a car, the engine has to meet the emissions ADRs of the year of the engine or the year of the car - but which ever is the later.
eg put a 1961 engine in a 1990 car and the engine has to meet 1990 emissions ADRs
eg put a 1990 engine in a 1961 car and the engine has to meet 1990 emissions ADRs
catch is as mentioned by others, bike engines still don't have to meet emissions or noise ADRs applicable to cars.
do a search on the link to the RTA rules in here (not sure if other states are as available, but hey i live in NSW!) and READ it. None of it is too difficult to overcome if you have read the rules first IMHO.
you have much more chance of getting a bike engine to pass emissions if you use one of those new fangled fuel injected ones.
