Weird...maybe the bottom mounts for a behind-the-grill winter blind?

Chin spoiler?

Don't think so. They are in the wheel wells.

Maybe they had a horn mounted on each bracket
a twin horn set up ?, I have seen similar brackets
on minis in that place with horns on them .
I think its a retro fit ,not factory , RVB produced
a twin horn ( high & low pitch ) kit for minis in the 60s.
logical on an 'S' with a cramped engine bay .
I had a mini k with the same brackets in the 70s
with horns on them .

Thanks for the reply. The car had standard horn/wiring & bracket attached (working). I have owned this car since 1982. The brackets in question don't appear to have had anything attached in any of the 4 holes - no nut/bolt/spring washer marks.
I just have to decide whether to put them back on or bin them.

2. Mounting plates for driving light brackets that slot through the grill?[/quote]

Seems logical.

The only problem with that is that they are inside the guards and not behind the grille.
