Ok just jumped in the mini before and just checking the globes and all like i do every month. When the intermediate position of the headlight switch (parking lights) is on, no lights light up. This is rear DIM tail lights, front parking lights, numberplate light.
When the switch is moved again to headlights, these do light up, but again the parking lights, dim lights, # plate light dont light.

Fark.
And im not sure but i *think* the dash lights didnt come on either.
I've checked all fuses (2)??? so this is outta the option - unless theres more than 2. :x

Dodgy switch or a connect off on the back of it ?
Try bypassing it to prove if its the swich or the wiring.

There is a fuse behind the switch panel! OK so i change it over with the appropriate fuse (the one that was in there - 3AG 15A).
Ok i think ive cracked the monkey and i go to try it out and pop... the fuse blows. Now there must be a short somewhere.
But WHERE!

Anyone know any HOTSPOTS for shorts, like where it can rub and earth to the body. Gonna call the auto electrician monday or tuesday if no one can help me.

Will.

try taking all the affected lamps out and see if the fuse still blows.
if fuse does not blow its one of your lamps shorting out internally

Ok. I have tried your suggestion mini_me and the fuse still blew. Could be the dash lights that are shorting somewhere... i dunno.
I might pull the dash out tomorrow and see if i can find anything that keeps blowing the fuse.

I took the front parkers out, the rear brake lights (coz theyre the dim ones as well) and the fuse still blew.

yes the dash lights also use that same fuse,so try disconnecting the dash wiring.
have a look at this website, there are good wiring diagrams there ,all you need to do is select your model mini.(www.minimania.com/image/wiring/)
the clubman diagram does show the extra fuse(half way down the left side of diagram) and its only for panel and parking lights
