Before you remove the pollution pipes..... are they leaking? Some people plug the pipe from the inside by brazing them up or sticking a rivet in the end of them.
Just because they don't have proper plugs does not mean it is wrong. 8)

I don't think they are leaking - never noticed and fumes coming from the holes

Get 4 old seatbelt bolts, cut the ends off about 1/2" long and slot across them with a hacksaw. Cheap grubscrews, cost $nil. 8)
