The only "home" method is reverse electroplating in a tub of caustic soda solution. This works very well, and will also remove all traces of rust.
Google it. My father in law made one from on the net instructions & uses it for restoration of all his old Holden parts.

Alternatively, have it bead blasted or get a chrome plating shop to strip it for you.
