as long as you're just doing club level events - motorkhanas, autocrosses, sprints and hillclimbs, nothing needs to be done to the car - if you'd drive it on the road, then it's no problem driving it on the track - I know where I feel the safest. No need for the sump plug wired, tow hitch, roll cage etc.
For Motorkhanas, you and the car have to be basically roadworthy - no helmets etc.
To race in speed events (anything other than a motorkhana) you need a minimum 900 gram fire extinguisher with a metal securing bracket (so the extinguisher doesn't melt into the braket). You need an AS1698 helmet ($75 at a motorbike shop) and wrist to ankle non-synthetic clothes (jeans and a wool/cotton top)
EDIT: you do need the second independent bonnet securing device - I put a bit of rope through the safety catch bracket and tie it to the subframe... (the standard bonnet catch and safety catch constitute a single securing device)
