Would anybody know the widest tyres that I could fit to the rover 12 x 4.5 rims? I currently have 145's on them now but would like to put on 165's.

Also any recommendations on the type of brand/model of tyre?

falken 165s will fit aswell as yoko 165s ;) they are ya only 2 choices afaik

What you have is 145/70R12. You want 165/60R12 as a replacement to maintain roughly the same rolling diameter.

Apparently 155/70R12 are available, but may cause clearance problems due to the increased diameter. I would stick with 165/60R12. 8)

Me thinks I will go with the Yokohama A539's 165/60R12 they seem to be spoken about fairly well

Ok one more stupid question, the main reason for wanting to change the tyres is for mainly asthetic reasons (although the old ones are starting to crack a little also). Will the 165's give the wheels a wider look than the 145's or will they just push upwards due to the width of the rims..? i hope that make sense :?

No, they won't "push upwards". The sidewall height is pretty similar.

Yes, they will look wider on the car. 8)
