Can anybody translate this jargon for me? "A set of 4 13x5.5 4-100,4.25 blah-blah style wheels . These have a machined finish. Offset is plus 35mm..." Blah blah blah...

Any chance in the world they could fit a mini without drilling more holes?

No fit.

You want 4x4" (or 4x101.6mm).

"a set of 4" means 4 wheels/rims
"13x5.5" means 13" rim diameter, 5.5" wide
"4-100" is the PCD (pitch circle diameter). That is for small metric cars. As poeee pointed out, a mini needs a 4" PCD.
"4.25"- Unknown to me
"offset +35" the mounting face of the rim is 35mm towards the outside (roadside) of the rims centreline. This wheel size won't fit on a mini without the need for spacers on the rear to clear the trailing arm and shocks. The front will be better, but needs discs or wide drums to fit. Even then the shocks are very close to rubber.

I's suggest not using these rims on a mini. :D

They will go on probably, but you are bending the wheel studs inwards when you tighten the nuts.
I've seen studs snap off because of this. Not pretty at speed when it's YOUR car...

Wheel shops can get them redrilled to 4" PCD and steel inserts fitted.
