My car came de-bumpered. But I wanted bumpers so I bolted on 'L' brackets to the body to mount bumpers. So it is possible to bumper a bumperless mini. But you can't compete in any motorsport events at the 'Hay Mini Nationals' as it's a rule that all cars must ahve bumpers to compete. But if ya don't care and wanna look awesome, then go for it. As for being legal...I have no idea!

The front bumpers are mounted on a sharp horizontal seam lip. If you just remove the bumpers w/o removing the lip you might as well mount a sharp blade across the front of your car - the impact to a pedestrian's legs at anything over 5 mph should be just the same.

I know it looks kinda cool with just the lip there (and I dont wanna sound like those guys on this forum who warn of doom and apocalipse everytime one asks about using hotter spark plugs or a diferent air filter), but please consider the consequences if you do hit a pedestrian with that lip. And if you won't, atleast consider the consequences to yourself if you hit a pedestrian in an illegaly modified car with a blade shaped frontal area.

Not on a clubman Mike , their front bumper fixes by 4 bolts on a pretty much flat panel , clubmans with a spoiler look good bumperless .The rear is similar to a roundies front though and has the horizontal seam that needs to be remove , just putting a chrome strip over it will probably get defected at some stage but being the rear you may be lucky with it .

This is the front of a Clubman without the bumper. I don't know whether the two raised sections would need to be removed though.

If you wanted to get really technical , having the bumper removed might leave the number plate too far forward and that could be a sharp edge to cut your leg on walking past , I never had any problem with mine debumpered at the front , I did put chromed cup head bols in the bumper mount holes to make it look finished though . I'll try and find a pic to show it .
