I would personally pay the absolute minimum that the seller is willing to agree on.
for example....
-Bought a rust free / newly painted 1310cc Morris 850 once for $3100. He was asking $5000 at the time.
-Will be looking at a registered and clean mini K next week, and wont be bringing more than $800 with me. First offer will be $600. I have the advantage of knowing how much he bought it for and what it was like previously.....
Every fault is a reason to say "oh, thats no good"... or "that'll need fixing"...... and then rattle off some numbers for new parts... take them away from your 'budget'.... then casually say "wow, this is going out of my budget.... its only gonna leave me with 'this many' dollars to buy the car, sorry I cant offer you more than that, sorry for wasting your time".
If the seller doesnt say "hang on" or ask for your number, let them sweat for a while, then call em back with a slightly higher offer from something you just apparently sold.
Cos at the end of the day, to YOU its only worth what you are willing to pay.
But im sure im not saying anything here that most people dont already know.
