Peg round the throttle cable
Or hook it up to your choke cable ... equally as fun

I have not fitted cruise to a Mini but I have fitted cruise to other cars.
There is no problem to fit it to a Mini. Couple of hours and about $200.

The old analog kits used to simply maintain the manifold vacuum from what I remember seeing in an old pamphlet.

Keeping the same manifold vacuum meant maintaining the same engine load, I dunno how it went on hills however, must have been reasonable I guess or it wouldn't have sold..

Are you really supposed to use cruise control on hills as opposed to just on long stretches of flat highways?

Well it works fine on our Ford AU, up hills or not- it downshifts if needed. But of course it ain't smart enough to apply the brakes going downhill.
I really can't see the point of it in an underpowered 4 cylinder manual car though.

Illegal for road use I think , some diesels have them for running PTO accessories like winches and things but not to use as a cruise control substitute .

Yeah my motorbike had a factory fitted throttle lock screw. I used it once on the highway and then ripped it out and binned it. Problem was I forgot about it and only remembered after I had opened the throttle wide open to overtake and it stayed there....
