The old paint will change the shiny new coat to a duller colour after a while, as well as help it lift off if it is flaking.
If you put a wire wheel in a drill and grind the old paint of, you will have a much better finish, and it will last for years. It's only another twenty minutes of work to do so. It also makes the rocker cover look a lot better as well as this is the first thing you see when you lift the bonnet.
