Yes its full gloss black, semi gloss would be much more manageable. The plate is there to cover the big hole in the firewall, so you cant see the rear of the speedo.

No it's a Mod. Its a Piece of stainles steal Bent to suit. Cleans up the area, Covers the hole and shinny 8)
