With a block of handwood and a hammer you should be able to carefully knock that nut and reinforcing plate in to make enough clearance for the tyre. the inner guard is only single thickness there and will be very easy to move in a little. Don't over do it! You will not notice it from the inside because it is next to the rear seat swab.

They definitely are spaced drums, and the shocks are close but not close enough to do that damage.
I might give it a hit like Dave susgested and see if that will get me enough clearance.
