The wheels on the right are from Peco Star.
The big differences are that the Sunrasia has the centre part of the wheels pressed out from a circular piece of steel, which is welded to the rim outer in four places, and only on one side of the centre piece - while the Peco Star wheel has the spokes welded directly to the outer rim, and welded all the way around each spoke. The steel is also of a thicker gauge than on the Sunrasia. This means the Peco is heavier and stronger than the Sunrasia.
Also, the Peco Star is dished inwards, while the Sunrasia is dished outwards. (I don't know what the offsets are though, sorry).
Peco Star had a number of slightly different styles of wheels too, but the one shown is the most common.
