A 1970 car would of come from the factory with a three point seatbelt and therefore the car must retain this safety feature.

A lap sash belt is a 3 point. Do you just mean lap belt? why does it stop you moving the seat back?

Do you mean the retractor part of the seatbelt?

As far as I know, retractable seatbelts were not standard fitment and therefore can be replaced with an original style lap/sash belt.

Note: A lap/sash belt is still a three point belt.
A lap belt is a two point belt as it only mounts at two points.

Another interesting thing to consider is that you are thinking about getting a set of new seats. If you go the cobra classics, they have a hell of a lot more clearance that the originals and do not foul on the retractors.

A static lap sash belt shouldn't take up any more room than a lap belt. Easily available from Autobarn or similar and closer to what was originally fitted.
