Not quite -- my K has retractables fitted to the factory mount and I sailed through the inspection. The key is that the webbing must be unimpeded off the spool up to the top pivot. If you were to fit inertia reels on the factory mount without changing anything, the door pocket would foul on the webbing and that's where the problem lies.
In my case, the door pockets have been shortened so the reels are completely unimpeded. Once I pointed that out to the inspector, they were quite happy. Likewise if the entire pocket was removed, inertia reel fitment is perfectly OK.
At least, that's been my experience in Victoria.
