thats right, but most cars (even the mighty supersprint ones) are capable of hitting walls at over 100 kmh which would slow you down pretty quickly and would hurt a fair bit id say

The HANS is to protect you from a 300kph crash. (Like NASCAR or IRL on an oval.) If you want to run one in your VW that is OK with me but don't try to enforce silly rules on everyone when the science does not agree with it.

My arguement is mostly about having this age rule comparable to what the event is.

A lap/sash belt is all that is required for a speed event (autocross for eg) so why should the same age rule apply to a much safer belt when all they're going to do with lap/sash is check for freying. The belt I have is in perfect as new condition, it's just that it's old. Sure have an age restriction for events where a 3 or 4 point harness is minimum requirement, but not when the min requirement is just any old lap/sash that isn't dammaged.
