If You are talking about the strip that runs over the wheel arch and along the body under the doors, Yes the deluxe had this fitted

Was there ever a Mini produced in Oz which didn't have this chrome strip? The other "chrome around the outside" would be around the door glass.. was this fitted to the Deluxe?

The other "chrome around the outside" would be around the door glass.. was this fitted to the Deluxe? Yes It was,
some of the Clubmans did not have the chrome around the top of the doors However

Sorry that made more sense in my head yer the chrome trim along the bottom of the door and over the arches is what i meant and thanks for the answer to :)
