Looks like a high tensile bolt - will one do as a substitute with a stack of washers as a spacer?

The standard ones are only a grade 5 bolt - not teribly 'tensile'. These are OK for normal to moderate road use. Anything more you might want to go to a better grade bolt.

There is a spacer, about 16 mm (5/8") long between the top arm and the shocker just to stop the body of the shock absorber banging in to the arm. Enough washers would also work OK.
