13.5V is too low, it should be more like 14.3V...

Is it 13.5 at idle or when you rev it?

13.5 volts is pretty normal at idle, yes it is a bit low, but still normal. I'm not sure i've ever seen a car idle at 14.3volts

A Lucas 16ACR is rated to give 34A at 14.0-14.4V
Lucas 15AC is rated to give 28A at 14.3-14.7V.

This is not at idle, rev it to 2000-3000rpm.

My AU Falcon gives out 14.5V at 650 rpm idle. 8)

Rewiring the car is not going to fix the problem. Wiring harnesses do not cause slow leaks, they will short out or they will open circuit, but they will not cause a battery to drain slowly.

Car alarms can cause batteries to drain, as can car stereos over time, also immobilsers, interior lights, electric fuel pumps wired incorrectly and similar.

There will be a cause, but spending 450 dollars and a day or two of rewiring the car is throwing the baby out with the bath water to make use of an old term. You would be better off taking it to the auto spark to suss out. He will put a current monitor on the battery and disconnect wires off your fuse panel until the current drain stops (if one exists). Once he finds the offending circuit he can then chase it out by hand to find the source. You could do this as well by using a multimeter which can measure current and connecting it in series with the large brown wire which runs from your solenoid to the fuse box.

It may also be the condition of your starter motor which is causing the problem. You should have it checked out properly.
