yes they can, and should.

and a carby rebuild and good tuning is all that is needed to be able to achieve this?

My twin HS2 (1 1/4") Su carbs need the choke to start, but after I drive off I can push it all the way in and she runs fine. Overhaul them, set them up correctly and keep them clean and they work as well as a carby can.

I've never had a Mini not start due to carby problems. Never had one that was hard to start due to carby problems. Rebuilt or 40 years old.

There is a difference between running good enough and running great though, but reliability wise, it's never been an issue.

Vote 1 SU.

I'm no expert on carbies, and wont pretend to be, but what I have learnt so far is that bigger isnt always better! What I mean is dont just go and spend the cash on a 45mm weber cause its a great carby that will look good on your 850.
I've got a mild 998 motor and have chosen to go with a hs4 (1-1/2") su carby. Will do the job nicely, and is by no means an overkill. Could go twins, or bigger carby, but not necessary in a daily driver.
As a generalisation in carbies to suit minis...su or weber!
Just my thoughts.

Mine has standard twin SUs. In summer the choke stays on for the duration it takes to
back out the shed. In winter for the duration that it takes to back out the drive. Push it in and away it goes.
I live by the bay near Newcastle though...never gets really cold.

I've had a 45DHLA Dellorto on my 1310/1360 for 15 years.
I put a kit in it 10 years ago.
I've not touched the idle mixture screws or the idle speed screw for about 5 years.
Once jetted right, they just go and go and go... and they don't leak fuel through the idle circuit like old Webers do.

However the new 1412 is getting an HS6 (it made more torque), we'll see how reliable it is in comparison.

I drive to work every morning in my stock 1100 with a 1.25" SU.
It always starts from -7 to 45 degrees.
It never needs tuning or fiddling but I do need to use the choke. (use of the choke is normal, if you do not need the choke to start it means it is probably running too rich)
It gets regular maintenance but nothing out of the ordinary. Very reliable.

I'd sell the twins and get 1 3/4" SU on a Russell Engineering Manifold

sounds exactly like my every day school dropoff run and commute to work....

I'm serious!!

Of course they can, but everyone with a fuel injected car will be screwed because aliens use EMP bombs. Detonated at high altitude the massive electromagnetic pulse will destroy all electronics in the area. This will have blown the arse out of all the engine management computers for a 2000km radius. I will drive past in my Moke while everyone stands on the side of the road with the bonnet of their modern car up, scratching their head.
