Evan, you'll need to ask that question of Vicroads rather than the wider Mini Community. However, my understanding is that you can only have a car registered in your name at the age of 17 or older.

This question arose some years ago when my son bought a car well before his 18th birthday and was keen to hone his driving skills in it rather than in my old clunkers. We were able to transfer the registration to his name and I vaguely recall the age of 17+ being quoted at me.

I'd be surprised if the Club Permit System was any different. Vicroads are not being very forthcoming with information specific to the Logbook Scheme, I suspect that they're still making some of it up at this stage anyway. In any case what is clear is that the Permit Holder is the person who must be a financial Member of the sponsoring Club.

Why not join both of you up anyway? You'll gain valuable knowledge from lots of people who've made all the Mini mistakes before and aren't shy about sharing the experience. Dad might even get enthused and get into Minis in a big way with you.!

Does anyone know if this scheme is going notional? There is (typically) SFA on the RTA pages on it.

Is anything 'national'? Some states have had a similar scheme for many many years.

It won't be in NSW whilst the current Historic Plate scheme exists.

Maybe when the mini turns 100! It wasnt all that long ago that unregistered vehicle permits were the in thing.

Now that the scheme is up and running it is probably best to spell out how this applies to VMCI members who have CH or H plated vehicles.

1. You must be a paid up member at all times. Although we keep sending your magazine until March if you haven't renewed by December 31 you are technically no longer a member and your permit is not valid. Under the new scheme we are obliged to notify VicRoads when this occurs.

2. You must supply a RWC when applying for a new permit, but don't need to supply one to renew an existing permit.

3. Your car must remain roadworthy at all times when used on the road. If your vehicle is deemed unroadworthy by the police/Vicroads you are obliged to notify the club registrar (Pottsy) and then provide proof that the fault was fixed. If you modify the vehicle after the permit is granted we may require you to get a new RWC to prove that it is still roadworthy. Under the new scheme we are obliged to notify VicRoads when a vehicle is reported to be unroadworthy.

4. We will approve applications for any type of car provided that it meets the criteria of the scheme and you can supply a RWC. Seriously, if you wish to get a permit for a Datsun 120Y we will sign it off.

5. We will approve applications for modified cars provided that they meet the criteria of the scheme. At this stage the extent of allowable modifications is up in the air, but provided that your car meets that standard (whenever it is announced) we will approve the permit. You may need an Engineer's certificate to prove that you car meets the standard, although I don't think you would get a RWC without one.


Basically, besides the 45/90 logbooks, the big change is that the club is required to keep tighter track of the cars that we have approved for permits. Ray Potts is our new registrar and everything related to the scheme goes through him and no-one else. As noted above we are now obliged to report back to VicRoads if a permit becomes invalid. More than half of the people with VMCI permits are not currently members.

We have tried to keep this as flexible as possible for our members while also ensuring that the club can clearly demonstrate that it has followed the requirements of the scheme. We believe that now that the rules have been clarified there will be more scrutiny of CH/H permits and we need to stay squeaky clean. I don't think that this is actually any more onerous than before for the average club member and gives a much greater benefit than the previous scheme.

Having recently taken another 2 cars off full registration and added them to the Club Permit scheme (and still waiting for the plates to arrive), I was disappointed to find out that the advertised slim-line plates that were were meant to be available with the new scheme are not yet available.
Vic Roads don't know when they will be available (our branch didn't even know that there was to be an option :roll: ) and it will be an additional cost to convert from standard size to slim-line when they are available.
It looks like a terrific scheme, but the implementation by VicRoads has been painfully slow and the dissemination of information to their branches seems pretty poor.

Just in the final stages of getting my 1275 LS project ready for rego and wondering if anyone could answer some questions for me.

1. What is the difference in H and CH plates?

2. How do i go about getting the application form authorized by VMCi?

Any help is much appreciated.

VicRoads run out of CH.XXXX numblers around late 2005 or early 2006 and switched to XXXXX.H. The same rules apply for both.

First, are you a VMCI member? If not then you need to join the club - you must be a financial member before you can apply. Then, or if you are already a member, read & follow Paul Ewins post - basically you need to get a roadworthy certificate for your vehicle, complete a form and then contact the VMCI Permit registrar to arrange to get forms signed.
