I've had exactly the same symptoms, it was just a matter of rear brake adjustment. When the discs are wet initially the rear drums do more of the work, so small differences in shoe adjustments are much more noticeable. An easy fix.

I already did a full brake restoration.(basically)

Mastercylinders rebuilt
new brake cylinders
Rebuilt calipers.
3x brake hoses (left the drivers rear- worked, and too much of a pain to replace)

Only things i didnt replace are front brake pads, booster,discs

It brakes as it is supposed to when its not raining/wet. It brakes as it is supposed to after a few brakes in the wet (presumably when the pad and the disc is dry)

So to me it has something to do with water
