What's the difference between the two options?
1275-094 Pistons and cast ring set (Hypatec)
1275-094 Pistons and chrome top ring set (Hypatec)
Their both the same price so I don't know what the deal is?

Chrome (top) rings are better for a road motor- it is well known that they last longer.
But plain iron rings bed in quicker.

I hedged my bets- the 1360 has the Hastings chrome rings and the 1412 stroker has Nippon plain iron ones. 8)

Yes. But they are both only standard rings, not the real fancy moly filled yada yada you can get with V8 pistons.
