These run on 12 volts or do they need a stabilizer ???

Rover instruments do not have a voltage regulator "Externally" like the earlier ones . But looking at the printed Circuits there is a link between the Fuel and Temp Gauges which gives me the impression that there might be a Voltage stabilizer built in to the fuel Gauge like most modern cars. I could be wrong. If you have a cluster out of it's place and you can access the point with a Volt meter you can test what voltage you get at this link with the ignition turned on. If it is less than 12 Volts then there is a built in stabilizer internally.

they have the stabiliser build in so you can connect them right to your 12V source

What could be wrong if it works but is reading incorrectly, reads full when full but empty when there is still half a tank.

Fuel gauge works but is not accurate and temp does work at all

thats a very common problem, even worse with the latest MPi Rover. thats why they made the sender adjustable and after they didn't adjust it properly from the factory the issued a tech bulletin.
don't know it this helps with your minis.
