Maybe because it's a personal import? Personal imports rules are pretty lax compared to full compliencing.

No. Even Personal Imports require head restraints (ADR 22). It is one of the very few they are not exempt from.

The 20th anniversary model was the 1100 special from 1979.. This car for sale has none of the correct features of the 1100. Unless maybe they did a separate 20th anniversary model for NZ?

No, imports need to comply with the same rules as any local car had to at the same build date. The only exception is for a Personal Import which is exempt from all except seat belts, seat belt mounts, child restraint anchor points and head restraints from memory.
(And a Personal Import is not simply a car imported by a person instead of through a business, rather it is a car that has been owned and used as the Australian Citizen importers regular transport overseas for more than 12 months that is being brought back to Australia with them as part of their personal effects.)

I recently did a Personal Import.
As with the Mini eleven years ago, the car passed the basic safety Compliance checks; lights, horn, windscreen etc, no worries.
I has already fitted the child restraint hooks.

The only other issue that the compliancing Engineer pointed out was the headrestrainst. There is now a minimum height required between the seat squab (where yer bum is) and the top of the headrest. Simple fix was to use a short piece of alloy tube as a spacer. Car was Complianced and passed the Vic Roads gauntlet.

Matts dads inported clubman wagon don't have headrests either and that's was regoed in Canberra and Qld adrs were aus wide but that could be a 71-72 model in the uk
