Any half decent paint place should be able to mix up surf blue. Tell them its a 1960s Morris colour. If they can't help I'd seriously consider going elsewhere. My Mini is painted in 1995 Rover old english white and my local paint shop offered me loads of white colours from old english colours to newer Rover ones. Good paint shops really do know and they'll help you along with your respray.

Surf Blue wasn't an Australian mini colour but you should be able to get it pretty easy I am sure I have seen it in the PPG system either under Surf Blue or its paint code BU-35.
