Can a 1994 rover be registered? I understand it cant be at the moment, but if it was imported a few years ago and registered then, would it all be legit?

Depends how it was registered and what state...
Nothing is legit unless it has the right paperwork and import approvals.

It's a start... but has it been complied and registered in Oz...
If not check with your RTA as the rules have all changed.

If the cars was imported 5 years ago and registered and complied 5 years ago it is legal today, you will need the copies of the compliance report and the vehicle import approval and rego papers but once a car is registered its just a matter of changing rego like any other car, it happens with Clubman Sportscars all the time.

some cars coming for interstate transfers have been known to have to do compliance again. at owners expense.
These rules are supposed to be NATIONAL...
If they got their act together in the first place i wouldn't be so pissed about the subject.

If the car is registered interstate, then the following should apply (copied from RTA website) in NSW. I will be finding out whether this is actually the case in the next few weeks.

Second-hand vehicles (interstate)

To establish registration for a second-hand vehicle purchased interstate, you will need to go to a motor registry and provide:

* Proof of your identity (see related link above right) or, if registering the vehicle in the name of a company, proof of company name and the ACN/ARBN number.
* Proof of acquisition (eg a receipt for purchase of the vehicle, certificate of registration signed by the previous registered operator/s of the vehicle, or the previous certificate of registration in the same name if coming from interstate).
* Proof of your residential address (see related link above right).
* A valid Compulsory Third Party insurance policy ? also known as a green slip ? with the number plate section blank (not required for trailers).
* An inspection report ? also known as a blue slip ? from an Authorised Unregistered Vehicle Inspection Station (AUVIS). If there is no AUVIS in your area, you can get a pink slip from an Authorised Inspection Station (AIS) instead of the blue slip.
* Your interstate number plates ? you'll have to surrender your interstate plates before you'll be given NSW plates.
* Evidence of eligibility for any concession (see related links to Pensioner concessions and Apprentice registration rebate above right).
* A completed Application for Registration form.
* Payment for registration, including stamp duty (3% of the vehicle's purchase price, 5% if more than $45,000) and applicable number plate fee.

All second-hand vehicles requesting establishment of registration (including interstate and imported vehicles) may be selected for an additional inspection by the RTA's vehicle identity unit. You will be notified at the time of registration if you are selected.

Her is the relevent bit from the RTA site for imported vehicles

Previously registered in another State or Territory - imported vehicles
A vehicle in this category can be registered if the owner can produce conclusive documentary
evidence of the previous interstate registration (such as a previous Certificate of Registration
which positively identifies the vehicle or a letter from the interstate registration Authority
confirming previous registration). Referral to the RTA Vehicle Standards Section is not required
provided the applicant produces documentary evidence (such as an expired certificate of
registration or a letter from the interstate Registration Authority) confirming proof of previous
registration in another State or Territory of Australia for at least two calendar years, or, if the
period of registration is less than two years, documentary evidence of previous registration in
Australia under the import conditions issued to that vehicle by the Federal Office of Road
Safety.
Note. With the exception of heavy trucks, heavy trailers and buses, imported vehicles not meeting
the above requirements but are more than 15 years old can be registered without a compliance
plate providing the vehicle has been brought up to a standard such that the vehicle is:
? right-hand drive,
? issued with an Engineering Certificate prepared by a recognised Engineering
Signatory certifying that the vehicle meets the intent of all the relevant ADRs (and covering
any vehicle modifications done on the vehicle) and the Motor Traffic Regulation, and
? roadworthy


so as long as its got import approval and 2 years prior rego no probs, you may have to get the blueslip guy to ring the RTA when he doesn't find a compliance plate because thier manual is missing this bit, I had to train my guy the first time

When I imported a car from Hong Kong (the big blue mistake ) into Qld as a 15 year rule personal import I had to get it compliance checked by a modification engineer. He checked for ADR compliance. Seat belts, child seat anchorages, cat conv, door bars AS or E marked lights & tyres etc. When happy (that I'd poured far more into the car than it was worth) He riveted on a blue plate (QLD transport mod plate). I then got a roadworthy (safety certificate in Qld t'port terms) and showed up to the DOT to register it. They wanted, DOTARS import approval papers, blue plate paperwork and roadworthy plus another wad of cash and hey ho the car was legal.

A 1994 mini should have the following for it to be legit in Qld as of 5 years ago:
> A new compliance plate from the importer with a VIN number starting with 1MPORT
> A rego sticker that says it is a 1994 mini and correctly identifies the above VIN number
> Number plates that have the same rego as the sticker.
> Side intrusion door bars
> Two child seat anchorages fitted to the parcel shelf (just the captive nuts, bolts and clip not mandatory)
> Restricted fuel filler neck for unleaded
> A tyre placard stating tyre sizes and recommended pressures
> A sticker of some sort near the filler saying similar to "unleaded fuel only"
> A cat converter.
> A tune-up sticker under the bonnet stating something like "not adjustable" or "CO = ??% at 5deg at 800 rpm" whatever the standard is for the car.
> Inertia reeler seat belts in all 4 seats.
> seat belts marked with the AS label or E-marked
> head lights, tail lights and side lights all AS or E marked
> side mounted indicator repeaters.
> Flat, not convex driver's side door or wing mirror. Same for internal rear view mirror.
> if the passenger side mirror is convex it must be labeled with "objects in mirror are closer..." blurb.
> Tyres marked with some form of international standard logo. Definately not Jap legal re-treads.
> heated rear window.
> windscreen demister

Thats about it. Of course most of the blue plate guys let one or two items slide and some of the importers were DODGY, hence the RAWS scheme crap we've got now.
