Na, to hell with L-platers, P-platers and repeat offenders. Make em all drive Nikki's.
More seriously...... the only way anything can be controlled, is if all cars were somehow destroyed, and all people were made to buy non-upgradable vehicles fitted with traction / stability control, that cant physically exceed 110 kmh.
And the roads themselves...... there should not be 2 lanes of opposing direction. Roads should flow in 1 direction - eliminate the possibility of head-on collisions.
How about having..... helmets and Hans Devices.....MANDATORY for high speed driving
Short story.... When i was 19, i signed for my first ever car loan ($20,000) for a supercharged MR2. This thing was illegal as hell. In ONE year I spent another $10,000 on 2 new engines with gearboxes (constant thrashing), 2 speeding tickets, 4 sets of tyres...... then sold the car for only $10,000. All in 1 year. It took me 5 years to recover from my financial situation. I never killed anyone, or had any accidents (other than drifting side-on into a gutter - 2 bent Simmons mags

).
I did not know how to drive that car at a normal rate of acceleration - it had lots of power, so i used it.... at every chance. I dont know how i only got caught speeding twice.
Owning that car for that year did not really teach me anything..... other than the fact that i now love superchargers
