Equipment calibration is a growing industry. Companies working to quality guidelines (basically anyone who wants to sell to government organisations or want the large contracts) must show that calibrated devices (such as torque wrenches) meet specifications. That would probably include the major dealerships and service centers. They have to be able to provide proof of tool calibrations to inspectors on demand. There should be plenty of service providers in the state.
If they can't calibrate it, they will issue the cal certificate and a sticker showing the offset required.
The bendy ones can be adjusted for cal, I believe that the hammer shaped device that you line the desired torque up against is threaded. So if it is out they can screw this in a half turn to get it a little closer.
Using these wrenches to undo a nut is a cardinal sin. It simply ruins the calibration.
i know of one particular vendor selling calibration services to a government organisation that you may be familiar with. they also told us that they could calibrate a RF power meter for us. duly sent power meter off to them with the full system specs. came back with a calibration sticker on it and all the paperwork, except when inserted in the equipment it did not work. their idea of calibration is to put a sticker with a date on it. not what you want in this particular equipment. needless to say we don't use them anymore, and advised our customer, with whom you may be familiar, that they should also be wary of the services offered by this company. i hope for the sake of the people operating the gear that this advice was taken.
moral of the story is make sure they know what they are doing...
