I think you should fix him. Like everyone else has said, once you've fixed him you will know exactly what's in the car which is a BIG positive.
Yes you could buy another car for the same price and maybe a little cheaper but you don't know what the body is like and then you have to try and sell Tiny either as parts or for way less than what it's worth and what you've already spent on him.
