Rules are needed to prevent dodgy installs.
When we bought Barney (`67 S replica, since sold) the PO had fitted front inertia reels by drilling holes in the rear bins and bolting the reels on. :shock:
One decent confrontation with something, and they would have ripped the bins off the floor.
1st mod I made was removal, it's got standard statics in the front now.
Couldn't fit reels to the front, it has early Clubby seats and they would foul the reel.

Minis came in 64 with front mounts (maybe earlier but thats the oldest car I've had).

They didn't have belts but you could attach them to the factory mounts (I did). And they worked very well when needed (dont ask:)

Rear belts were different. As far as i'm aware there were no rear belts before the Clubmans with the reinforced rear shelfs. You can easily fit rear LAP belts as their mountings can be easily installed. The top mount is the issue. IMHO the rear shelf is not strong enough - but who knows - Mini shells are really tough so maybe???

Just as an observation, but.... driving without belts these days (you don't legally have to have them in a 63) is quite "uncomfortable".
