After breaking teeth off 3 or 4 Lucas starter pinions with my modified 1360, I put a separate switch on the ignition circuit. I spin the starter up with ignition off, then throw the switch ON. Works for me...
[edit] You could fix your problem by replacing the starter with a pre-engaged one. A modified Holden Gemini one is available from Heritage MG parts which bolts straight into an early Mini (not Rovers). Cost ~$162.

You could go buy one S/H from a wrecker, but would need to slot the mounting holes to fit a Mini.
