If it is rusted on there you will need about 1m worth of chain (links about the dia of a mini wheel stud, two strong washers, two wheel nuts and a sledge hammer. You put the two wheel studs through either end loop of the chain along with the washer's and tighten down with the wheel nuts. Loop the chain around the sledgehammer and swing. If the flange is rusted to the bearing race it will soon be pulled off.

If that happens you will probably need a new drive flange, wheel bearings, grease etc bit it should let you soak the screws with WD40 / innox etc from the back straight into the thread.

Impact drivers have "Bits/tips" that fit into them, Phillips screw driver tips/bits are just one of the many types of tips that fit into the end of them... Allen head tips also fit
