If it's been parked a while, check it's not sucking air in the rear wheel cylinders when you let the pedal up.. I've seen this happen. New seals fixes it.
When we sold Barney I finished up getting the tandem MC pressure bled, it's the only way I could get a good high pedal. I hate those tandem cylinders (which were no safer than a single back then anyway). Get a rear line leak anywhere and the fronts don't work, either.
